When does the “information grid” become a utility like the power grid?
If Google, GoDaddy, Twitter and Facebook were in charge of electricity instead of speech, they would be turning off power to your home and/or business if they don’t like your views, beliefs, associations, history or maybe even your President. No one would tolerate the resulting chaos.
Regrettably, it seems almost inevitable that Silicon Valley’s information racketeering is going to lead to some kind of government regulation. They would do well to remember that censors, like shoes, come in both left and right.

FEDERAL AVIATION ADMINISTRATION FLIGHT ADVISORY
Republican National Convention
Cleveland, Ohio
July 17 – July 23, 2016
The Federal Aviation Administration (FAA) will be issuing Temporary Flight Restrictions (TFR’s) in support of the Republican National Convention taking place in Cleveland, OH. The restrictions are designed to provide a safe and secure environment for the event.
Pursuant to 49 USC 40103(b), the Federal Aviation Administration (FAA) classifies the airspace defined in this advisory and the published NOTAM as ‘National Defense Airspace’. Pilots who do not adhere to the following procedures may be intercepted, detained and interviewed by law enforcement/security personnel. Any of the following additional actions may also be taken against a pilot who does not comply with the requirements or any special instructions or procedures announced in the NOTAM:
A) The FAA may take administrative action, including imposing civil penalties and the suspension or revocation of airmen certificates; or
B) The United States Government may pursue criminal charges, including charges under Title 49 of the United States Code, Section 46307; or
C) The United States Government may use deadly force against the airborne aircraft, if it is determined that the aircraft poses an imminent security threat.
Be advised that noncompliance with the published NOTAM may result in the use of force.
On 17 July, a Temporary Flight Restriction (TFR) will be placed at 412947N/0814117W which is the CXR 272 at 23.5 and will consist of a 30NM outer ring and a 10NM inner core with a 3NM cut out around KCGF, from the surface up to but not including 18,000 FT MSL. The TFR will be in effect from 1800 -2230 Local.
On 17 July to 18 July a TFR will be placed at 412947N/0814117W which is the CXR 272 at 23.5 and will consist of a 3NM ring, from the surface up to but not including 18,000 FT MSL and a 30NM ring from the surface up to but not including 18,000MSL. The TFR will be in effect from 2230-1000 Local.
On 18 July to 19 July a TFR will be placed at 412947N/0814117W which is the CXR 272 at 23.5 and will consist of a 30NM outer ring and a 10NM inner core with a 3NM cut out around KCGF, from the surface up to but not including 18,000 FT MSL. The TFR will be in effect from 1000-to 0100 19 July Local.
On 19 July to 21 July a TFR will be placed at 412947N/0814117W which is the CXR 272 at 23.5 and will consist of a 3NM ring, from the surface up to but not including 18,000 FT MSL and a
30 NM ring from the surface up to but not including 18,000MSL. The TFR will be in effect from 0100-1400 Local.
On 19 July to 21 July a TFR will be placed at 412947N/0814117W which is the CXR 272 at 23.5 and will consist of a 30NM outer ring and a 10NM inner core with a 3NM cut out around KCGF, from the surface up to but not including 18,000 FT MSL. The TFR will be in effect from 1400-to 0100 Local.
On 21 July to 22 July a TFR will be placed at 412947N/0814117W which is the CXR 272 at 23.5 and will consist of a 30NM outer ring and a 10NM inner core with a 3NM cut out around KCGF, from the surface up to but not including 18,000 FT MSL. The TFR will be in effect from 1400-to 0300 Local.
3NM TFR and 10 NM TFR
The following restrictions will be in place when the 3NM TFR and 10 NM TFR are in effect, July 17 – 22.
Aircraft flight operations will be prohibited within the 3NM and 10NM TFRs except as specified below and/or unless authorized by ATC in consultation with the Air Traffic Security Coordinator via the Domestic Events Network (DEN):
DOD aircraft in direct support of the event, air ambulance aircraft and law enforcement aircraft are authorized. Operators must coordinate in advance with the FAA at the Aviation Security Operations Center (ASOC) located in the Cleveland Multi-Agency Coordination Center (MACC) at a phone number that will be available in the published NOTAM.
10/30 NM TFR
The restrictions below will be in effect for the 10/30NM TFR throughout the event.
See the published NOTAM for final instructions.
Aircraft flight operations will be prohibited except as specified below and/or unless authorized by ATC in consultation with the Air Traffic Security Coordinator via the Domestic Events Network (DEN):
A. Within the 10NM inner core, all aircraft operations are prohibited except for:
1. DOD aircraft in direct support of the event, air ambulance aircraft and law enforcement aircraft are authorized. Operators must coordinate in advance with the FAA at the Aviation Security Operations Center (ASOC) located in the Cleveland Multi-Agency Coordination Center (MACC) at a phone number that will be available in the published NOTAM.
2. Regularly scheduled commercial passenger and all-cargo carriers operating under one of the following TSA-approved standard security programs/procedures: Aircraft Operator Standard Security Program (AOSSP), Full All-Cargo Aircraft Operator Standard Security Program (FACAOSSP), Model Security Program (MSP), Twelve Five Standard Security Program
(TFSSP) All Cargo, Or All-Cargo International Security Procedure (ACISP) and are arriving into and/or departing from 14 CFR Part 139 airports.
3. Aircraft operating under a SPO, GOV or ELO waiver.
B. For operations within the airspace between the 10 NMR and 30 NMR or the 3 NMR and 30NMR area listed above, known as the outer ring:
1. All aircraft operating within the outer ring listed above are limited to aircraft arriving or departing local airfields.
2. Workload permitting, ATC may authorize transit operations.
3. Aircraft may not loiter.
4. All aircraft must be on an active IFR or VFR flight plan with a discrete code assigned by an air traffic control (ATC) facility.
5. Aircraft must be squawking the discrete code prior to departure and at all times while in the TFR.
6. Aircraft must remain in two-way radio communications with ATC.
C. The following operations are not authorized within either TFR:
1. Unmanned aircraft systems (UAS)
2. Practice instrument approaches
3. Aerobatic flight
4. Glider operations
5. Seaplane Operations
6. Parachute operations
7. Ultralight, hang gliding
8. Balloon operations
9. Agriculture/crop dusting
10. Animal population control flight operations
11. Banner towing operations
12. Part 101 operations
13. Model aircraft operations
14. Model rocketry
15. Flight training
16. Utility and pipeline survey operations
Gateway Instructions
Aircraft not operating under a TSA-approved standard security program previously listed above who are arriving/departing Cleveland or Burke Lake front, when the TFR is in effect must be security screened by TSA at a designated gateway airport or location.
A. TSA security screening and gateway operations will be available on 18 July through 21. July 18 hours are from 1000 to 2400 local and July 19 – 21 hours are from 1400 to 2400 local for those operators wishing to operate into Cleveland Hopkins and Burke Lake Front. Screening sites have been established at Youngstown Airport (KYNG) and Akron Canton Airport (KCAK) for inbound flights.
B. A TSA screening site will be established at Cleveland Hopkins- Airport (KCLE) and Burke Lakefront (KBKL) for aircraft departing during the effective times of this TFR. See published NOTAM for actual availability of TSA screening.
C. Aircraft not operating under a TSA-approved standard security program previously listed above who are arriving/departing CLE or BKL, when the TFRs are in effect must be security screened by TSA at a designated gateway airport or location.
D. All aircraft requiring security screening at a gateway airport must register with the TSA, telephonically at least 24 hours prior to the planned flight. The TSA registration phone number will be provided in the NOTAM when published. Registration prior to the publishing of the event NOTAM will not be available. TSA security screening at the gateway locations will consist of ID verification of all passengers and crew, physical screening of persons and baggage, and inspection of the aircraft.
E. Positive pilot identification procedures will be in effect during this TFR. Special ATC procedures and routes to and from this airport may be assigned prior to departure from a gateway airport. Upon departing the gateway airport, all aircraft must be on a VFR or IFR flight plan, maintain radio contact with ATC and continuously squawk an ATC-assigned discrete transponder code. Intermediate stops are not authorized unless there is an emergency. If an intermediate stop occurs, aircraft will be required to return to a gateway airport to be re-screened prior to continuing flight with the TFR.
The NOTAM(s) discussed in this advisory may change with little or no notice. Pilots are advised to check NOTAM(s) frequently for possible changes prior to operating in the area.
