The RSHA, or Reichssicherheitshauptamt (Reich Main SECURITY Office) was an organization subordinate to Heinrich Himmler in his dual capacities as Chef der Deutschen Polizei (Chief of German Police) and Reichsführer-SS. The Gestapo (abbreviation of Geheime Staatspolizei, “Secret State Police”) was the official secret police of Nazi Germany and German-occupied Europe. Hermann Göring formed the unit in 1933. Beginning on 20 April 1934, it was under the administration of SS national leader, Heinrich Himmler who in 1936 was appointed Chief of German Police (Chef der Deutschen Polizei) by Hitler. In 1936, Himmler made it a suboffice of the Sicherheitspolizei (SiPo) (“SECURITY Police”). Then from 27 September 1939 forward, it was administered by the Reichssicherheitshauptamt (RSHA) (“Reich Main SECURITY Office”) and was considered a sister organization of the Sicherheitsdienst (SD) (“SECURITY Service”). Cheka was the first of a succession of Soviet state SECURITY organizations. It was created on December 20, 1917, after a decree issued by Vladimir Lenin. By late 1918, hundreds of Cheka committees had been created in various cities, at multiple levels. The NKVD (People’s Commissariat for Internal Affairs) was a law enforcement agency of the Soviet Union that directly executed the rule of power of the All Union Communist Party. It was closely associated with the Soviet secret police which at times was part of the agency and is known for its political repression, during the era of Joseph Stalin. The NKVD contained the regular, public police force of the USSR, including traffic police, firefighting, border guards and archives. It is best known for the activities of the Gulag and the Main Directorate for State SECURITY (GUGB), the predecessor of the KGB). The NKVD conducted mass extrajudicial executions, ran the Gulag system of forced labor camps and suppressed underground resistance, and was also responsible for mass deportations of entire nationalities and Kulaks to unpopulated regions of the country. It was also tasked with protection of Soviet borders and espionage, which included political assassinations abroad, influencing foreign governments and enforcing Stalinist policy within communist movements in other countries. The KGB, translated in English as Committee for State SECURITY, was the main SECURITY agency for the Soviet Union from 1954 until its collapse in 1991. The KGB was formed in 1954 and attached to the Council of Ministers, the committee was a direct successor of such preceding agencies as Cheka, NKGB, and MGB. It was the chief government agency of “union-republican jurisdiction”, acting as internal SECURITY, intelligence, and secret police. Its main functions were foreign intelligence, counterintelligence, operative-investigatory activities, guarding the State Border of the USSR, guarding the leadership of the Central Committee of the Communist Party and the Soviet Government, organization and ensuring of government communications as well as combating nationalism, dissent, and anti-Soviet activities. The Ministry of State SECURITY of the People’s Republic of China (MSS) is the SECURITY agency of the People’s Republic of China. It is also probably the Chinese government’s largest and most active foreign intelligence agency, though it is also involved in domestic SECURITY matters. The mission of the MSS is to ensure “the SECURITY of the state through effective measures against enemy agents, spies, and counter-revolutionary activities designed to sabotage or overthrow China’s socialist system. Article 4 of the Criminal Procedure Law gives the MSS the same authority to arrest or detain people as regular police for crimes involving state SECURITY with identical supervision by the procuratorates and the courts. The Department of Homeland SECURITY (DHS) is a cabinet department of the United States federal government, created in response to the September 11 attacks, and with the primary responsibilities of protecting the United States and its territories (including protectorates) from and responding to terrorist attacks, man-made accidents, and natural disasters. The Department of Homeland SECURITY, and not the United States Department of the Interior, is equivalent to the Interior ministries of other countries. The Denver Post, on February 15, 2013, ran an Associated Press article entitled Homeland SECURITY Aims to Buy 1.6b Rounds of Ammo, so far to little notice (See Forbes). It confirmed that the Department of Homeland SECURITY has issued an open purchase order for 1.6 billion rounds of ammunition. As reported elsewhere, some of this purchase order is for hollow-point rounds, forbidden by international law for use in war, along with a frightening amount specialized for snipers. Also reported elsewhere, at the height of the Iraq War the Army was expending less than 6 million rounds a month. Therefore 1.6 billion rounds would be enough to sustain a hot war for 20+ years.
